China’s robotics policy system in 2025 features a triple-helix development model: driven by national strategies, practiced via localized customized schemes, and coordinated with market mechanisms. The release of policy dividends will push the whole industry into a positive cycle of "technological innovation – scenario verification – large-scale commercialization". It is projected that more than 10 industrial clusters with an output of over RMB 10 billion will be formed before 2027, and three tracks — humanoid robots, industrial intelligent equipment and low-altitude UAVs — are expected to hit the RMB 100 billion market threshold first.
Enterprises are advised to seize strategic layout opportunities in three types of regions: cities with open application scenarios (Beijing, Suzhou), regions abundant in computing power and data resources (Zhejiang, Inner Mongolia), and featured industrial cluster hubs (Shenzhen, Hefei).
