Policy Measures of Hangzhou Municipality to Boost Innovative Development of the Humanoid Robot Industry
To implement the municipal Party committee and municipal government’s planning and deployment for building a humanoid robot industrial cluster, foster new quality productive forces and fuel high-quality development of the robotics industry, these policy measures are formulated in accordance with the Circular of the Ministry of Industry and Information Technology on Issuing the Guidelines for the Innovative Development of Humanoid Robots (MIIT Science〔2023〕No.193) and the Circular of the Office of Zhejiang Provincial Leading Group for High-Quality Manufacturing Development on Issuing the Implementation Plan for the Innovative Development of Zhejiang’s Humanoid Robot Industry (2024–2027) (Zhe Manufacturing High Office〔2024〕No.35).
Complete humanoid robots, software algorithms and critical components shall be included in the scope of support for municipal key scientific research projects. A research breakthrough list will be compiled to drive R&D of core technologies for humanoid robots’ "AI brain", "motion cerebellum" and mechanical limbs.Manufacturers of complete humanoid robots, software algorithms and key components (hereinafter referred to as humanoid robot enterprises) are supported to take the lead in establishing innovation consortia, deepen industry-university-research integration with universities and research institutes, and carry out joint research on humanoid robots.General artificial intelligence large models for humanoid robots shall be listed as key supported dedicated AI models, and relevant open-source algorithm platforms shall be designated as municipal-level demonstration platforms for open-source AI.Responsible authorities: Hangzhou Municipal Bureau of Science and Technology, Hangzhou Municipal Bureau of Economy and Information Technology. The authority listed first shall act as the lead coordinator (the same applies hereinafter).
Humanoid robot industrial innovation platforms will be incorporated into the management system of municipal manufacturing innovation centers and receive targeted support. Efforts will be made to build provincial-level manufacturing innovation centers within three years and actively strive for national-level innovation platforms.Humanoid robot enterprises are encouraged to establish various R&D institutions and innovation consortia, and undertake national and provincial key scientific research tasks. A subsidy equivalent to 25% of the actual disbursed national and provincial grant funds will be provided, capped at RMB 5 million per enterprise.Enterprises undertaking MIIT’s "Unveiling and Bidding" special projects for humanoid robots, high-quality development special projects, and the financial incentive special projects for future industrial pilot zones issued by the Zhejiang Provincial Department of Economy and Information Technology will receive a subsidy of 50% of their total actual investment (including R&D investment and relevant fixed asset investment, excluding land, factory buildings, old equipment and state, provincial and municipal supportive funds obtained), with a maximum subsidy of RMB 3 million.Policy incentives will be granted to humanoid robot enterprises based on their total annual R&D expenditure or year-on-year incremental R&D input. Computing power vouchers will be provided to humanoid robot enterprises and scientific research platforms to subsidize computing resource usage.Responsible authorities: Hangzhou Municipal Bureau of Economy and Information Technology, Hangzhou Municipal Bureau of Science and Technology, People’s Governments of all districts, counties and county-level cities.
Innovation and entrepreneurship are encouraged, with priority given to introducing industrial projects related to humanoid robots. Information software and manufacturing enterprises are supported to invest and deploy businesses in the humanoid robot sector.Newly established humanoid robot enterprises will receive corresponding policy support in compliance with national laws and regulations, based on their comprehensive development performance within the first two years after settlement.State-owned capital platforms are encouraged to lease or sell office and factory buildings to humanoid robot enterprises for production, office work and innovation & entrepreneurship. The humanoid robot industrial innovation platform may provide free office space of up to 1,000 square meters for a maximum term of three years for humanoid robot innovation and entrepreneurship projects, subject to assessment of innovation capacity and market potential.Responsible authorities: Hangzhou Municipal Bureau of Economy and Information Technology, Hangzhou Municipal Bureau of Investment Promotion, Hangzhou Municipal State-owned Assets Supervision and Administration Commission, People’s Governments of all districts, counties and county-level cities.
The minimum annual investment threshold for technical transformation projects is lowered from RMB 10 million to RMB 5 million.For new investment projects that develop into industrial enterprises above designated size within two years, a subsidy of up to 30% of total actual investment (excluding land, factory buildings, old equipment, etc.) will be offered, capped at RMB 50 million per project.Humanoid robot enterprises are encouraged to make fixed asset investments via bank loans, securities financing and other channels. For projects with actual investment of no less than RMB 5 million supported by bank loans, an annual interest discount subsidy of up to 1% of the actual loan principal will be granted, with a maximum total discount subsidy of RMB 1.5 million for a single enterprise.Responsible authorities: Hangzhou Municipal Bureau of Economy and Information Technology, Hangzhou Municipal Financial Regulatory Bureau, People’s Governments of all districts, counties and county-level cities.
Efforts will be made to foster a complete humanoid robot industrial chain. A one-time reward of RMB 1 million will be granted to humanoid robot enterprises whose products are included in the procurement catalogues of unrelated Fortune Global 500 or China Top 500 enterprises, with annual sales exceeding RMB 10 million for two consecutive years.Humanoid robot enterprises purchasing component products from unrelated suppliers will receive a reward equal to 10% of their annual procurement volume if annual purchases reach RMB 1 million, capped at RMB 5 million per enterprise per year.Resources including talent, technology, land and industrial funds will be channeled toward humanoid robot industrial innovation platforms. Qualified districts, counties and county-level cities are encouraged to cultivate featured industrial clusters of small and medium-sized robotics enterprises, with the target of incubating at least one provincial-level or above featured cluster within three years.Responsible authorities: Hangzhou Municipal Bureau of Economy and Information Technology, Hangzhou Municipal Bureau of Science and Technology, Hangzhou Municipal Bureau of Natural Resources and Planning, Hangzhou Municipal State-owned Assets Supervision and Administration Commission, People’s Governments of all districts, counties and county-level cities.
The post-market service sector of the humanoid robot industry will be vigorously developed. A batch of high-quality application scenarios will be built, promoted and rolled out across sectors including industrial manufacturing, municipal inspection, medical care & wellness, cultural tourism services, emergency operations, security patrols, urban governance, education & scientific research and daily life services.High-quality humanoid robot products are encouraged to be included in government procurement catalogues. Government agencies, public institutions, state-owned enterprises, chain-leading enterprises and industrial leaders are urged to take the lead in building humanoid robot application scenarios in light of practical needs.Five demonstration application scenarios for humanoid robots will be selected annually. Each winning scenario will receive a reward equivalent to 50% of its actual investment, capped at RMB 2 million. Such demonstration scenarios are eligible to participate in selection campaigns for AI large model demonstration applications and solutions in segmented manufacturing sectors.Responsible authorities: Hangzhou Municipal Bureau of Economy and Information Technology, Hangzhou Municipal Bureau of Construction, Hangzhou Municipal Public Security Bureau, Hangzhou Municipal Bureau of Education, Hangzhou Municipal Bureau of Culture, Radio, Film, Television, Press and Publication, Hangzhou Municipal Bureau of Commerce, Hangzhou Municipal Comprehensive Administrative Law Enforcement Bureau (Urban Management Bureau), Hangzhou Municipal Health Commission, Hangzhou Municipal Bureau of Transport, Hangzhou Municipal Emergency Management Bureau, Hangzhou Municipal Civil Affairs Bureau, Hangzhou Municipal State-owned Assets Supervision and Administration Commission, People’s Governments of all districts, counties and county-level cities.
Resources from leading industrial enterprises and research institutions will be integrated to build a service platform for pilot verification, application and promotion of humanoid robots. Annual subsidies will be allocated in phases based on project progress, covering no more than 30% of total actual investment, with a maximum subsidy of RMB 50 million for a single platform.The platform will deliver functions including scenario planning & design, product simulation training, testing & certification, system integration, scenario data collection, performance evaluation and demonstration & promotion.Responsible authority: Hangzhou Municipal Bureau of Economy and Information Technology.
Municipal industrial funds will play a guiding and leveraging role. The mechanism of "investing in early-stage, small and innovative ventures" will be improved to attract social capital to co-invest in future industrial projects such as humanoid robots.For humanoid robot projects that strengthen, supplement and extend the industrial chain, municipal industrial funds may conduct direct investment under a 1:1 matching mechanism shared by the municipal government and district/county governments upon completion of relevant decision-making procedures.Districts and counties are encouraged to offer incentives using revenue generated from government industrial fund investments in major projects.Responsible authority: Hangzhou Municipal State-owned Assets Supervision and Administration Commission.
The city will introduce industry leaders, urgently-needed high-end professionals and outstanding engineers in the humanoid robot sector, and optimize the designated talent recognition scheme for key humanoid robot enterprises.A separate track and special quota will be set aside for humanoid robot professionals in the municipal Outstanding Engineer selection program.Humanoid robot enterprises are encouraged to co-build industry-education integration platforms and training bases with local Hangzhou universities and colleges to cultivate highly skilled industrial talent.Responsible authorities: Hangzhou Municipal Bureau of Economy and Information Technology, Hangzhou Municipal Talent Work Leading Group Office, Hangzhou Municipal Bureau of Human Resources and Social Security, Hangzhou Municipal Bureau of Education.
A working mechanism will be established to advance innovative development of the humanoid robot industry. Inter-departmental coordination will be strengthened to coordinate technological breakthroughs, industrial project introduction and cultivation, demonstration application and exchange & cooperation.Support will be provided for activities including technological innovation collaboration, scenario promotion, high-end exhibitions & forums and robotics competitions to further fuel robust industrial growth.Responsible authority: Hangzhou Municipal Bureau of Economy and Information Technology.
These policy measures shall take effect on January 22, 2025 and remain valid until December 31, 2027. The implementation term may be dynamically adjusted in light of economic conditions and industrial development.
The Hangzhou Municipal Bureau of Economy and Information Technology shall take the lead in organizing the implementation of these policy measures, while relevant municipal departments shall implement specific clauses in accordance with their respective responsibilities.
Where overlaps exist between these measures and other similar policies issued at all levels of Hangzhou, the principle of "selecting the most favorable, adopting the higher standard and avoiding repeated subsidies" shall apply.
